The Hawke's Bay Railway by Russell Orr. 'When Julius Vogel was Prime Minister in the early 1870's he carried out a vigorous public works policy as a means of creating prosperity and increasing the population in New Zealand. An extensive scheme of railway construction was undertaken by the General Government with approval and assistance of the Provincial Governments. A railway between Napier and Palmerston North was projected and surveys of alternative routes undertaken in 1870.'
