The Steam Locomotives of New Zealand. The Formative Years 1872 - 1908 by Ian Bullock. The very first railway in New Zealand commenced operations in 1862 but it was not until 1870, when Sir Julius Vogel introduced his Immigration and Public Works Policy, that the foundations were laid for a unified system serving the whole colony. In 1870, there were only 74km, all of gauges other than the present standard, in service; the first 1067mm gauge line was not opened until 1872 but there was an initial rapid expansion of the railway network. By 1879, 1875km of line were in use and by 1881, 2000km. This expansion had depended on heavy Government borrowing overseas; the 1880s and 1890s were not propitious for such financing and railway construction was accordingly slowed down. It was not until 1892 that the New Zealand railways routes attained 3000km and 1908 that they exceeded 4000km. - From the introduction of this book.
